100% Effective ,60% of the Time in Taco Hell

Taco Bell claims that their taco "meat" is  85-88% beef. The other 12-15% is other stuff, including "water, oats, and spices."

That's not as bad as the 35%-65% beef -to-filler ratio cited in the lawsuit against them, but still...
if the marketing people are calling this stuff "beef", then shouldn't it be beef?
